Mr. Knight has over 30 years of extensive experience with the natural gas pipeline, oil pipeline, and electric utility industries.  Mr. Knight was actively involved in rate litigation before the Federal Energy Regulatory Commission and its predecessor, the Federal Power Commission from 1975 to his retirement in 2005.   

His expertise is in the analysis of regulated companies financial statements and providing written and oral testimony on the issues of financing, rate of return, and capital structure.  During his thirty years of litigation experience at the FERC, Mr. Knight submitted testimony and testified in hearings involving ratemaking proceedings of natural gas pipelines, oil pipelines, and electric utilities regulated by FERC.  During the Order 636 restructuring of the natural gas pipeline industry, Mr. Knight was a team leader responsible for revising the tariffs of several companies.  In addition to traditional electric utility rate cases, he has worked on reactive power, reliability-must-run, and Qualifying Facility proceedings.  He was the staff rate of return expert witness in many significant cases and participated in numerous successful settlement negotiations.   

Mr. Knight received a BS degree in 1964 from the U.S. Military Academy, West Point, New York.  In addition, Mr. Knight has attended numerous seminars on rate of return, credit risk, and negotiating.
