Dr. Ogur has over thirty-three years of experience in market power, antitrust and competition analysis at Federal Regulatory Agencies. Dr. Ogur’s areas of expertise include development of competition analyses for the natural gas pipeline, oil pipeline, and electric utility industries; litigation strategies and expert economic testimony on market power, antitrust and competitive issues in litigated proceedings; and negotiation strategies to settle disputed issues. Dr. Ogur has testified in numerous proceedings before various federal regulatory agencies concerning market power, economic analysis and allocation and efficiency issues.

Before joining BWMQ, Dr. Ogur was a Senior Economist in the Competition Analysis Group, Office of Administrative Litigation at the Federal Energy Regulatory Commission in Washington, D.C. Dr. Ogur’s work at the FERC as a senior economist concerned the economic analysis of market power and the preparation of expert testimony on market power and economic efficiency issues in natural gas pipeline, oil pipeline, and electric utility proceedings. Dr. Ogur filed testimony on issues that included market-based rates, mergers and acquisitions, and affiliate transactions. Dr. Ogur also developed litigation and negotiation strategies in litigation proceedings.

Prior to his employment at BWMQ and the FERC, Dr. Ogur was employed as a senior economist at the Federal Communications Commission, and the Federal Trade Commission.

Dr. Ogur holds a B.A. in Mathematics from Columbia University, an M.A. in Economics from Cornell University, and a Ph.D. from Cornell University.
