Mr. Williams began his career in the energy industry in 1957 when he was employed as an economist by the Federal Power Commission, predecessor to the Federal Energy Regulatory Commission.  He served in a number of positions of responsibility with the FPC's Bureau of Natural Gas, including Deputy Chief of the Pipeline and Producer Rates Division, Assistant Bureau Chief and Deputy Bureau Chief.  In October 1977, Mr. Williams was named Deputy Director of the Office of Pipeline and Producer Regulation and was appointed Director in November 1979.  While at the Commission, Mr. Williams appeared on behalf of the FERC before various subcommittees of the U.S. Congress and represented the FERC in meetings with other federal agencies, state agencies and foreign governments.

Since joining BWMQ, Mr. Williams has provided advice and assistance to all segments of the natural gas industry as well as certain segments of the oil pipeline industry.  He has assisted clients on regulatory matters before both federal and state agencies and he has presented expert testimony in state and federal court proceedings.  Mr. Williams has extensive experience on matters involving competition, financing, marketing, new project proposals, rates and regulation.

Mr. Williams received a Bachelor's degree in economics from Western Kentucky University.  He did graduate work in economics at Cornell University.  In 1966 he was chosen a Fellow of the National Institute of Public Affairs.
