The formation and operation of regional electric grid management networks is among the most complex areas of energy regulatory work. At Brown Williams we identified and evaluated various methods for determining the embedded and incremental costs of the transmission grid, congestion management methods, ancillary services, and cost recovery and revenue allocation mechanisms on our client’s behalf. These kinds of efforts involve uniform calculations of rates for the all the network members and designing the best method for phasing in pricing to single grid-wide rates. We also identify possible cost shifts and customer impacts, and generate sensitivity analyses of the potential shifts and impacts on pre-existing agreements, congestion management, and the treatment of existing contracts.
