Intrastate Applications

Intrastate entities can seek to provide interstate transportation and storage services by using state-approved rates for similar services, cost of service rates or market-based rates.  Brown Williams has extensive experience in compiling filings for clients who will seek to use existing state-approved rates for similar services under Section 284.123(B)(1) of the Commission’s regulations or who will seeking to establish cost of service rates pursuant to Section 284.123(B)(2) of the Commission’s regulations.  Brown Williams has developed market-based rate studies for many storage-entities who provide interstate storage services.

Statement of Operating Conditions

Each intrastate entity providing interstate transportation or storage services must have a Statement of Operating Conditions on file with FERC. Brown Williams can develop or assist clients or outside legal counsel in developing the Statement of Operating Conditions must be filed in intrastate entities providing interstate transportation or storage services. Brown Williams keeps abreast of all terms and conditions of service issues which needs to be included in the Statement of Operating Conditions. In addition, Brown Williams can make the eTariff filings required when entities are submitting rate or Statement of Operating Condition filings.
